Steven J. Letts, President and CEO

Steven Letts joined Koniag Development Corporation (KDC) in 2008 as the company’s Senior Vice President, Technology Business Sector and as President and CEO of Koniag Services, Inc. (KSI). He brings to KSI extensive management and leadership experience in the technology arena.

After serving as an officer in the United States Marine Corps, Mr. Letts joined Intecom, Inc., a telecommunications company, in 1985. He held a number of progressive management positions with Intecom and went on to hold senior management positions with other telecommunications companies including MFS, WorldCom, and Commonwealth Telephone Enterprises. He held various executive level positions, including: Vice President and General Manager of WorldCom’s Integrated Communications Services Division; Vice President of Worldcom’s Advanced Building Networks Division; and Vice President and General Manager of Commonwealth Communications, LLD.

Mr. Letts holds an MBA in financial management from National University of San Diego, CA, and a BA in history from the Virginia Military Institute, Lexington, VA.

Eric Harris, General Manager and Vice President

Eric Harris joined KSI as the company’s General Manager and Vice President, and has a wide range of defense department experience in addition to over 24 years of proven active duty military leadership and management. After retiring from the U.S. Army, Mr. Harris joined CACI holding a number of progressively key positions and within a short period had been promoted to the executive level leading its Maritime and Counter Terrorism business directorate. Mr. Harris has held critical positions ranging from project and program manager to corporate officer working in the intelligence and business development arenas. He has held a number of other positions including Senior Account Manager for SAIC; the Director of McNeil Technologies’ Counter Intelligence Operations and as Senior Capture Manager for Raytheon’s Intelligence and Information Services Division. Mr. Harris holds a BA in Agriculture and Applied Sciences from Virginia State University, Ettrick, VA.

Belinda E. Lowe, Business Development Executive and Vice President

Belinda E. Lowe joined the KSI Executive Leadership Team as the Director of Business Development.  She brings over 20 years of proven expertise and consistent success across the Government / Federal Sector.  After serving in the U. S. Army, Ms. Lowe joined Lockheed Martin Corporation where she served in progressive positions in technical operations, Information Technology, program management, developing business strategies, supervising, leading, and building customer relations in the Intelligence,Department of Justice (DOJ), and Civilian markets.  Ms. Lowe subsequently served with NCI Information Systems, Inc. where she excelled in managing the flagship ITES-2s $20 billion contract vehicle, Information Technology Operations and Services, directing and leading multi-functional results-driven teams in progressive engagement with Department of Defense (DOD) Army Government Customers.  Her expertise and leadership resulted in capturing, winning, realizing new business and revenue, and subsequently increase to shareholders.

Ms. Lowe is a leader with excellent relationship building skills with Customers, internal teams, external partners, and employees at all levels of an organization. She holds a Masters in Business Administration (MBA), and a Bachelors of Science in Business Management / Management Studies, from University of Maryland University College.

Pete Maynard, Program Manager, Assistive Technology Solutions

Pete Maynard is the Program Manager for KSI’s Assistive Technology Solutions (ATS) practice. He provides oversight to the ATS team by providing the support for all employees with disabilities at the Social Security Administration (SSA).

Mr. Maynard has been working in the AT arena for more than ten years. His previous experience includes designing and implementing the first LANs and upgrading to fully digital telephone systems as the Information Systems Manager at Columbia Lighthouse for the Blind (CLB) in Washington, DC. While there, he also installed and configured AT for CLB’s Customers including the Internal Revenue Service (IRS), Social Security Administration (SSA), Department of State, Department of Transportation, the District of Columbia, State of Maryland, and Commonwealth of Virginia. Using his IT and AT expertise, Mr. Maynard served as the Senior Assistive Technology Engineer and technical team leader for the SSA’s Assistive Technology and Support Services contractor for the duration of the contract.

Ronald W. Wilkinson, Program Manager, Enterprise IT Engineering & Support

Ronald Wilkinson brings more than 25 years of proven progressive supervisory, leadership, mentorship, and Project/Program Management experience to KSI. He joined KSI in February 2009 as the Program Manager of the Social Security Administration’s, Systems Operations Support Services (SOSS) contract, a contract which he previously had five years of Program Management experience managing under CACI International Inc. Prior to his work with CACI, he provided stellar program management, leadership, and guidance to the Missile Defense Agency, the FBI, DSS, and several DoD and other federal agencies. Mr. Wilkinson also served in the U.S. Navy for 20+ years which afforded him extensive travel, and life experiences throughout the U.S. and abroad.

Todd Barr, Geospatial Program Lead

Todd Barr has worked with GIS and related technologies since 1998, beginning with International Development as a Research Associate utilizing GIS to assist with an Epidemiological Analysis for USAID. Mr. Barr has worked in a number of fields supporting GIS technologies, Transportation, Homeland Defense/Homeland Security, Disaster Response and Recovery and Public Health. Mr. Barr has supported both CONUS and OCONUS operations and projects.

Currently, Mr. Barr is leading Koniag’s DOT GIS efforts, and is the Geospatial Lead for the National Guard’s Situational Awareness and Common Operating Picture (COP) and User Defined Operational Picture (UDOP) initiates.
