August 31, 2011 to August 30, 2016, with one five-year option from August 31, 2016 to August 30, 2021

On July 29, 2011, Koniag Services, Inc (KSI), an Alaskan Native Owned Small Disadvantaged Business, was awarded a GSA STARS II GWAC (GS-06F-0792Z). The 8(a) STARS II GWAC is designed to promote small business utilization when purchasing Information Technology (IT) services or IT services-based solutions for the Federal Government. The 8(a) STARS II program is reserved exclusively for qualifying certified 8(a) small business concerns as the prime contractors per Federal Acquisition Regulation (FAR) 19.8.

The 8(a) STARS II design consists of two constellations (tiers) based on industry accreditations. KSI was awarded a contract under Constellation I, which includes industry partners with competitive pricing and technical proficiency. Each of the 8(a) STARS II constellations includes four functional areas designated by the North American Industry Classification System (NAICS). These NAICS functional areas are:

  • 541511 — Custom Computer Programming Services
  • 541512 — Computer Systems Design Services
  • 541513 — Computer Facilities Management Services
  • 541519 — Other Computer Related Services

KSI is authorized to provide services under all four functional areas and NAICS codes.

Contract Overview:

  • Multiple Award Indefinite Delivery/Indefinite Quantity (ID/IQ) contract
  • Five year base ordering period with one five year option
  • $10 B Program Ceiling
  • Directed task orders up to $4 million each are allowed for Federal civilian and Department of Defense activities
  • 141 IT Related Labor categories with rates specific to 34 different regions within the United States

 

Contract Benefits to Your Agency:

The 8(a) socioeconomic credit for the entire effort awarded under STARS II is transferrable to your agency. The contract has been pre-competed, and is easy to use, with GSA providing training and assistance to your agency to make using STARS II as simple as possible. This can shorten procurement lead time significantly, and provide discounted rates to assist you in cost control. An Order may be issued with a Period of Performance (PoP) of up to seven years from the date the Order is placed, with or without option periods during the PoP. You task order can be any of the following types: Fixed-Price, Incentive, Time-and-Materials, and Labor-Hour. Hybrid blends of the Order types are feasible. GSA is encouraging awarding Performance Based Task Orders, and can provide assistance to your agency in creating the performance metrics you desire. And GSA has directed that the user access fee (0.75%) be included within the competed contractor’s rates, alleviating any hidden costs in utilizing the vehicle.
